Anissa Horne

Dr. Horne holds a B.A. in Psychology and an M.S.W. from Grambling State University, an M.A. in Criminal Justice from the University of Louisiana at Monroe, and a Ph.D. in Urban Higher Education from Jackson State University. Her diverse academic background supports a career marked by leadership in both education and public service.


She has served in multiple professional roles, including Program Coordinator and Associate Professor of Social Work, Assistant Professor of Criminal Justice, Co-Facilitator of Domestic Violence Programs, Assistant Director of Treatment in Corrections, and a trainer for the Public Defenders Board. Her areas of expertise include mental health, substance abuse, corrections, and professional training at both regional and state levels.


Dr. Horne is active in community service, having served on boards such as the Louisiana Coalition Against Domestic Violence, Freedmen Inc., Louisiana Sickle Cell, Our Safe House for Youth, and Cable. Her commitment to social justice and education extends internationally—she presented “Policing in Louisiana” at the International Criminal Justice Conference in Budapest, Hungary.


Her research focuses on the intersection of mental health and the criminal justice system. She has presented at conferences for the National Association of Social Workers and other key organizations. Dr. Horne’s scholarly work includes a book chapter on disabilities in criminal justice and higher education, and co-authored articles published in leading journals, such as the International Journal of Crime, Law, and Social Issues and the Journal of Correctional Education.
